AP 162 – Use of Tobacco, Vapour Products, and Cannabis

Background

The District recognizes that the use of tobacco, vapour products, and cannabis present a danger to the health of students and adults. The District also recognizes that the use of tobacco, vapour products, and cannabis is prohibited on school district property and likewise, cannot be used in vehicles, playgrounds, outdoor parks, sports fields, skate parks, or other places where children commonly gather, including near entry/exits and bus stops.

Procedures

1. There will be no use of tobacco, vapour products, or cannabis on any West Vancouver School District property, within any West Vancouver School District building, or within any Board owned or leased vehicle.

2. All school grounds, buildings and vehicles shall be free of tobacco, vapour products, and cannabis at all times, including evenings and weekends.

3. Smoking, vaping, and/or cannabis use is prohibited in all vehicles used to transport students for school activities.

4. In accordance with the legislative requirements, the Superintendent and principals must demonstrate that reasonable care and diligence have been taken to prevent a contravention of the ban on the use of tobacco, vapour products and cannabis.

5. All schools shall include the School District’s and school’s expectations regarding tobacco, vapour products, and cannabis use in their Code of Conduct.

6. All schools are required to have signage indicating the ban on tobacco, vapour products and cannabis and should provide appropriate information on school website with respect to the expectations regarding tobacco, vapour products and cannabis.

7. Instruction on the hazards of tobacco, vapour products, and cannabis use will be provided for students in the elementary and secondary schools.

8. The only exemption to this Administrative Procedure shall be the approved ceremonial use of tobacco with recognized ceremonies.
